Pre-lodgement meetings

Council offers a pre-lodgement meeting service to help identify and resolve potential issues for a development proposal prior to lodgement of your application. A pre-lodgement meeting enables you to meet with Council technical officers and present your development proposal for preliminary comment.

Depending on the scale of the proposed development and complexity of issues involved, the meeting duration is usually 30 minutes. A fee applies, which you need to pay on lodgement of your request (see Council's register of fees). Please be aware that your pre-lodgement meeting will not be scheduled until after payment has been received.

To get the most out of your pre-lodgement meeting, it is recommended you provide as much detail as possible at the time of lodging your meeting request, including plans, issues to be discussed and any other supporting documents. By submitting plans and items to be addressed at the time you make a meeting request, Council officers will be able to properly research your proposal and development site. The quality of advice given at your pre-lodgement meeting depends on the detail and accuracy of the information you provide. Council's pre-lodgement meeting request form includes recommendations on the types of plans and documentation to submit.

Important points to note

  • Pre-lodgement meetings are not mandatory but can provide useful comments to help you decide whether to proceed with your application.
  • A pre-lodgement meeting is generally not required for minor development applications, unless there are particular issues to be resolved.  For minor development applications and general town planning advice, it is recommended that you contact our customer service centre or our Planning Liaison Officer on (07) 3829 8999.
  • Council officers cannot act as consultants for your proposal, but can consider the material you provide and offer advice on issues to address in your development application.
  • Unless the application is minor, we strongly advise you to engage a suitably qualified consultant to represent you at the meeting.
  • A pre-lodgement meeting does not pre-empt a final decision about a development application. These meetings are not intended to provide a detailed assessment of your proposal nor determine the likely outcome of an assessment process. Once a formal development application has been lodged, the development will be assessed in accordance with the Planning Act 2016, the planning scheme and other relevant planning instruments. Pre-lodgement advice is given in good faith and in no way binds a decision made by Council following a robust assessment process, including consideration of any public submissions.

Pre-lodgement meetings are currently held at Council’s main administration building at the corner of Bloomfield and Middle Streets, Cleveland.
