On and off maintenance
On and off maintenance describes the process of complying with development approval conditions and handing over to Council the responsibility for maintenance of constructed infrastructure assets such as water, wastewater and stormwater infrastructure.
On maintenance
A request for an on maintenance inspection is made at the completion of a development once:
- all privately constructed assets such as water supply, wastewater and stormwater pipes, have been built and are ready to be transferred to Council
- you have completed and submitted Council's on maintenance inspection checklist along with relevant quality assurance documentation and payment of any necessary security bonds
- you have provided Council with the Certificate of Supervision. This certificate indicates the development works have been supervised throughout the construction phase in accordance with the approved engineering designs, specifications and approval conditions.
Before booking an on maintenance inspection, it is recommended your civil consulting engineer inspect the works.
Arranging an on maintenance inspection
On maintenance inspections must be booked with Council a minimum of five (5) business days in advance. To book your inspection, contact Council's Engineering and Environmental Assessment team on (07) 3829 8999 or email DAconstruction@redland.qld.gov.au
Any construction works that are deemed unsatisfactory must be itemised in a defects list and a re-inspection of the rectification works will be required before the development can be accepted on maintenance. Any required re-inspections may incur a re-inspection fee in accordance with Council's register of fees.
Once the works are accepted by Council as on maintenance, the assets are transferred to Council ownership and the maintenance period begins.
What is the maintenance period?
Once the inspected works have been accepted on maintenance by Council, the assets are transferrerd to Council ownership and the maintenance period begins. This period is generally a minimum of 12 months. During the maintenance period, the applicant is responsible and liable for repairing any faults and defects with the development works. At the end of the maintenance period, an off maintenance inspection can be requested.
Off maintenance
A request for an off maintenance inspection is made at the end of the maintenance period and once all digital and design as constructed plans have been finalised and submitted to Council.
Before booking an off maintenance inspection with Council, it is recommended your civil consulting engineer inspect the works to ensure there are no outstanding defects. If any works are failed by Council at the inspection, a re-inspection fee may be charged in accordance with Council's register of fees.
Once the works are accepted by Council as off maintenance, full responsibility and liability for the assets are transferred to Council.
